I saw a Zetor with front brakes few years ago...

Bigger JD tractors engage front wheel drive as soon as you press the brakes, so they also brake with front wheels...

JCB fastrack has all four brakes. Nearly forgot about JCB ;-)

Also I think all new bigger tractors have front brakes as an option...

Also, If you have seen SAME tractors with front brakes, then Hurlimann, Lamborghini and Deutz also have front brakes, because that 4 tractors are the same, only different colours ;-)

Since about 1987 all 4wd tractors that have top-speed over 30 km/h engage the front wheel drive when braking in Norway, because we have a law that says that tractors that goes over 30 km/h has to have breaks on all wheels
I believe that MB Track also has breaks on each wheel.
I know that Deutz had a disc brake on the cardan shaft.
My old -79 Valmet 1102-4 also has front wheel brakes (drum brakes), but they were not engaged. This was maybe because Valmet used a axle from a mobile crane on these tractors. This tractor has 4 cyl/107 Hp and the frontaxle has max load 7000kg at 5 km/h and 4500 kg at 25 km/h .... these tractors was built from the beginning of the seventies..... Try to find another 4cyl/100Hp tractor with this loadlimit on the frontaxle. By the way: loadlimit on the rear: 8000kg ;-)
