We would call that a rotary hoe. It would be used to break the crust on tilled soils, to allow seedlings to emerge or for light weeding. I don't know if this was home made or manufactured. The horse tongue was apparently removed and a hitch added to allow it to be pulled by tractor. The wheels are essentially the same as a horse-drawn sickle bar mowing machine. It is unique in that a normal rotary hoe would have been run with straight gangs perpindicular to the line of pull so as to minimize disturbance, but these gangs are angled to increase soil disturbance. That makes me think it may be home-made, but a good job.
