It looks Leyland, but the grille looks same as the older
White tractors, but there is no Whites in Finland.
Maybe a little modified Leyland?

The bonnet line looks Leyland-esque, but the headlight
arrangement looks far more like an early 1980's Iseki. Those
wheel definitely are not original, nor is the cab at a guess

It is an Iseki. Tractors like this one were sold in the USA
by White in the 80s and then badged as WFE (White Farm
Equipment). They had Isuzu four and six cylinder diesel
engines in the range between 53 and 75 PTO hp and were
available with MFWD, but not with equal front and rear
